Black Hole Commendations are often added to places with appropriate rate-limited content, which is a bit different than some of the previous high level commendations.

Georg's list is not exhaustive for every commendation and endgame item source, but rather hits the main ones. For example, you can also get some Black Hole comms from the new world boss.
